Sovereign Guardians shouldn't be combined with void dwellers because SG wants as few colonies as possible - at minimum you are looking at getting +12.5 sprawl per habitat. For the Sovereign Guardianship civic to work it needs a way to generate pops in other ways than owning more planets.
