A good friend of mine swears by the Eastwood Encapsulator. He says it's hands down better adhering than POR15. From what I've been told, that is the problem with POR15, if the surface isn't prepped just right, it'll peel off in time. When I stripped my '66 to bare metal, I applied phosphoric acid with a scuff pad to the entire body of the car to stave off flash-over rust. The car was in a closed garage the entire time, and the phosphoric acid worked great. It will kill any rust.

Unless its a 2 part epoxy you will be back under there. Xionlab water based primer works great and is pretty durable.NOTHING will outperform a good quality, properly applied epoxy primer on bare steel. Especially not POR-15.
