I plan to give the regions with water towers to the survivors and the regions with the power stations to the PK's. Gameplay wise because there are 4 regions with power stations ill get the PK crossbow (good weapon). Head cannon wise i think that the PK's would use the power stations to slowly rid the City of infected hives through the use of UV.Yep. For that standpoint alone Survivors > PK.
